BACKGROUND
T & L Communicators was founded in April 1980 by Anthony J. Morris and
Lawrence E. Newell and incorporated in November of the same year. T & L
Communicators is a self certified small business. Prior to the
establishment of the business, Messrs. Morris and Newell both occupied
management positions in industry preparing technical manuals (commercial
and military), technical data and logistics support documentation. In
addition, the company has actively participated in the preparation of
technical data for the U.S. Air Force, Army, Navy, and Marine Corps; ATA
and NASA, to appropriate Military and ATA Specifications. Data and
technical manuals cover a whole range of equipment from small components
to digital electronic systems. In 1990 Anthony J. Morris retired.
CAPABILITIES
T & L Communicators is professionally equipped and staffed to produce
technical data and logistics data and specializes in supporting
small and mid-sized companies. Key participants

T & L Communicators is a licensed user of Distributed Integrated Logistics
Support Analysis (OMEGA2B) System and Equipment Designer's Cost Analysis
System (EDCAS) software for logistics analysis. Relex software is used
for Reliability Predictions, Failure Modes and Effects Analysis (FMEA) and
Maintainability Analysis. These software systems allow T & L
Communicators highly skilled staff to perform the logistics requirements
that are being required on all government contracts. This includes Life
Cycle Cost (LCC), repair level analysis (NRLA, MOD III and EDCAS), trade
studies, Logistics Support Analysis Records (LSAR) and provisioning.
Production personnel (illustrators, word processor operators, etc.)
provide necessary services to support all technical data produced under
the control of the aforementioned key personnel. Our facility at
7516A San Fernando Road in Sun Valley consists of 3,000 sq. ft. of offices. We
have both IBM and Apple computers with a full spectrum of
software to produce documentation to meet any customers requirements.

Mr. Newell has
managed programs on the F-4, A-12, F-18, C-119, C-130, C-17, B1-B, F-22 and
B-2 aircraft and has been involved with logistics for the past 40 years
working for Xerox, McDonnell-Douglas and RCA Service Company, among others.
He has taught logistics courses at local colleges and universities.

Services, Mr. Newell was responsible for managing all technical programs and
proposal efforts. These programs included documentation on a variety of
electronic and electro-mechanical equipment for numerous companies to

At EOS, Mr.
Newell was vested with the responsibility to organize, and establish
operational procedures and manage the overhaul and repair facility for the
AN/AVQ-8 and -6 Gunship Airborne Illuminators, as well as the AN/AVG-3A
Gimbaled Night and Day sight. Upon transfer of this function to the U.S.
Air Force, he was given the responsibility of all Integrated Logistics
Support efforts for all EOS programs. This activity also included the
direct interface with various Department of Defense agencies (i.e., WRAMA,
SAAMA, OCAMA, ASD, BuSHIPS, etc.) and commercial industry to negotiate
contracts and coordinate the administrative elements of the projects.
Additionally, he was vested with the responsibility for all spares support
activities on these programs. While in this capacity, he was also used as a
consultant on all ILS phases (i.e., AGE equipment, field service
requirements, logistics, etc.). He was also responsible for Configuration
and Data Management in all military and NASA programs.

At Hycon, Mr.
Newell was vested with the total responsibility for spares support of the
entire line of company's products. These contracts were with Air Force and
Navy working to AFSCM/AFLCM 310-1 and WR series specifications. These
responsibilities included the quoting, manloading, facility forecasting,
management of the documentation preparation and support of Contract
Administration department in contract negotiations. Additional duties
included membership on Change Control Board, Return Products Review Boards
and handling all customer and vendor contact in product support areas.
