BACKGROUND

T & L Communicators was founded in April 1980 by Anthony J. Morris and Lawrence E. Newell and incorporated in November of the same year.  T & L Communicators is a self certified small business.  Prior to the establishment of the business, Messrs. Morris and Newell both occupied management positions in industry preparing technical manuals (commercial and military), technical data and logistics support documentation.  In addition, the company has actively participated in the preparation of technical data for the U.S. Air Force, Army, Navy, and Marine Corps; ATA and NASA, to appropriate Military and ATA Specifications.  Data and technical manuals cover a whole range of equipment from small components to digital electronic systems.  In 1990 Anthony J. Morris retired.

T & L Communicators is a licensed user of Distributed Integrated Logistics Support Analysis (OMEGA2B) System and Equipment Designer's Cost Analysis System (EDCAS) software for logistics analysis.  Relex software is used for Reliability Predictions, Failure Modes and Effects Analysis (FMEA) and Maintainability Analysis.  These software systems allow T & L Communicators highly skilled staff to perform the logistics requirements that are being required on all government contracts.  This includes Life Cycle Cost (LCC), repair level analysis (NRLA, MOD III and EDCAS), trade studies, Logistics Support Analysis Records (LSAR) and provisioning.

 

Production personnel (illustrators, word processor operators, etc.) provide necessary services to support all technical data produced under the control of the aforementioned key personnel.  Our facility at 7516A San Fernando Road in Sun Valley consists of 3,000 sq. ft. of offices.  We have both IBM and Apple computers with a full spectrum of software to produce documentation to meet any customers requirements.

LAWRENCE E. NEWELL, Fellow SOLE

BACKGROUND

Mr. Newell has managed programs on the F-4, A-12, F-18, C-119, C-130, C-17, B1-B, F-22 and B-2 aircraft and has been involved with logistics for the past 40 years working for Xerox, McDonnell-Douglas and RCA Service Company, among others.  He has taught logistics courses at local colleges and universities.

At T & L Communicators, Mr. Newell is responsible for managing all engineering and logistics support programs.  Many programs have been successfully completed for numerous customers in compliance with commercial and military specifications.  He has lectured and consulted on logistics and inventory control matters throughout the world including China, Saudi Arabia, Sweden, Luxembourg and Canada.

 

TRI-TECH SERVICES, INC. - Director of Operations                                                    April 1978 - October 1979

At Tri-Tech Services, Mr. Newell was responsible for managing all technical programs and proposal efforts.  These programs included documentation on a variety of electronic and electro-mechanical equipment for numerous companies to various commercial and military specifications.

 

ELECTRO-OPTICAL SYSTEMS, A Xerox Division - Logistics Manager                         November 1968 - August 1976

At EOS, Mr. Newell was vested with the responsibility to organize, and establish operational procedures and manage the overhaul and repair facility for the AN/AVQ-8 and -6 Gunship Airborne Illuminators, as well as the AN/AVG-3A Gimbaled Night and Day sight.  Upon transfer of this function to the U.S. Air Force, he was given the responsibility of all Integrated Logistics Support efforts for all EOS programs.  This activity also included the direct interface with various Department of Defense agencies (i.e., WRAMA, SAAMA, OCAMA, ASD, BuSHIPS, etc.) and commercial industry to negotiate contracts and coordinate the administrative elements of the projects.  Additionally, he was vested with the responsibility for all spares support activities on these programs.  While in this capacity, he was also used as a consultant on all ILS phases (i.e., AGE equipment, field service requirements, logistics, etc.). He was also responsible for Configuration and Data Management in all military and NASA programs.

 

HYCON MFG. COMPANY - Supervisor, Logistic Support                                               January 1963 - November 1968

(Div. of McDonnell Aircraft Co.)

At Hycon, Mr. Newell was vested with the total responsibility for spares support of the entire line of company's products.  These contracts were with Air Force and Navy working to AFSCM/AFLCM 310-1 and WR series specifications.  These responsibilities included the quoting, manloading, facility forecasting, management of the documentation preparation and support of Contract Administration department in contract negotiations.  Additional duties included membership on Change Control Board, Return Products Review Boards and handling all customer and vendor contact in product support areas.

Completed studies for BS in Business Administration in 1968 at California State College in Los Angeles.  Completed studies for BS in Industrial Psychology in 1981 at California State University, Los Angeles.  Post Graduate studies have been completed in Logistics Support Engineering at UCLA.

Senior Logistics Engineer/Senior Technical Writer

Current responsibilities        Data manager for a number of subcontractors supplying major components for both military and commercial hardware.  Responsible for LSAR development and management for our clients committed to the B2, F18E&F, C17, V22 and F-22 aircraft programs.  Involved in all aspects of logistics support including life cycle cost analysis, technical writing, provisioning, reliability and maintainability as well as LSAR development.  Duties also include those of systems administrator and senior technical writer.

Achievements As one of the original employees of T & L Communicators he has gained experience and grown with a company that specializes in meeting all the logistics needs of its clients.  His twenty six years of experience with the company has exposed him to a wide range of specialty areas and provided me with a well rounded background in the field of logistics.  Over the years, Mr. Newell has served the company in many capacities.  His responsibilities have included but were not limited to the following:

Accomplished LSAR documentation in DILSA 2A, Omega 2B and SLIC 2B programs.

Involved in all aspects of technical documentation.  Wrote technical manuals and attended design and validation reviews.

Established logistics department and logistics training within and coordinated logistics efforts among numerous companies involved in, or supplying to, the development of the Euro Fighter Aircraft such as British Aerospace (UK), Messerschmitt (Germany), Thompson CFS/CNI (France, Cena (Spain) and various other companies in Italy and Sweden.

Cartwright Electronics - Integrated Logistics Support Manager Fullerton, CA, USA            1987 - 1990 

Controlled and directed the logistics department in the planning and development of all aspects of ILS and LSA development for numerous remotely powered target drones in accordance with US Navy requirements.

Developed logistics proposals and negotiated logistics contracts.

Coordinated the efforts of the logistics department with those of clients and all other in-house departments.

 

TRW - Logistics Support Consultant Redondo Beach Fullerton, CA, USA                           1986 - 1987

Provided consultancy support to the Peacekeeper guidance system ILS Manager.

Assisted numerous contractors and subcontractors such as Rockwell, Honeywell and Northrop in the establishment, development and production of ILS and LSA deliverables for the Peacekeeper missile system.

Coordinated the efforts of numerous contractor and subcontractor logistics departments to meet USAF requirements.

JEFFREY W. THORNHILL

Mr. Thornhill has been engaged in the technical publications, logistics support and engineering management fields since 1977.  He was educated at Citrus Junior College in electrical engineering and has continued studies at California State College Los Angeles in Electronics.

 

T & L COMMUNICATORS - Senior Technical Writer                                                               March 1982 - Present

Mr. Thornhill is responsible for technical manual and associated documentation programs prepared to both commercial and military specifications.  He has prepared manuals on Optical Quick Access Recorder, Digital Flight Data Acquisition Unit, Digital Flight Data Management Unit, Computer Based Nurse Call System, Laser Welder, Automatic Cable Assembly Machine, Warning and Caution Computer and Display Unit for C-17 Aircraft, Refueling Systems, and numerous hydraulic test stands, valves and actuators.  Mr. Thornhill has extensive experience with both Macintosh and IBM-based Desktop Publishing systems. Word processing and DTP software skills include Microsoft Word, PageMaker, WordPerfect, FrameMaker and QuarkXPress.  Graphics software skills include Freehand, Adobe Illustrator and Adobe Photoshop.

 

Tri-Tech Services, Inc. - Technical Writer                                                                                  June 1977 - May 1982

Mr. Thornhill was responsible for writing technical manuals for various customers including Western Gear, Pacific Scientific, Teledyne Controls, and ITT Aerospace Controls.  Manuals were prepared for both military and commercial product lines.  Manuals were prepared on Vibration Analyzers, Generator Systems, Data Recorders, Electrical Hoists and Hydraulic Valves and Actuators.
